I read the wiki and followed all the steps but I just can't get the damn things out. One turns, but doesn't come out smoothly, so I assume it's just turning the rod itself. I know there are tips to make this easier...

Can I get the forks out as is and deal with the damper rod while they're in a vise?

You need a long rod or dowel to hold the damper in place from the inside.
Tip break those screws loose when the forks are fully assembled. DO not put any downward pressure on the wrench .

I have found that a wooden broom handle with a slight taper works well for this...just put it in the tube and give it a little wack with a hammer to get the tube to bite the wood...they should come out after that.
